Image Differ
A free utility that allows you to compare two images showing the differences in red.
Works only on photos that have localized changes. For example, touching up a dust spot or fixing red-eye. Changes that effect the entire image, like contrast, brightness, saturation will show the entire image as being different.

Runs all 32 and 64 bit Windows OSs.
Unzip the file and run the installer.
